www.onecitizen.net is the public digital address to demonstrate the empowerment of the e-Citizens to realize the digital relationship between them and the government, organizations, corporation, and institutions that engaged the use of information and communications technology to deliver and support services to the community.

Inside this digital social network, the E-citizens respect diversity and universal values to pursue the goals of transformative human development through the use of user-centric web applications and open source technologies that enable e-services in the Internet.

The E-citizens, enabled by citizen centric devices and web 2.0 applications, communicate and collaborate with others, share content, create new understanding, and lead developmental advocacy.

ON E-citizen Services Open Social Network

ON E-Citizenship Enablement Project

The initiative comes from a belief that knowledge and transactions in digital forms offer universal access to information, services and products through the Internet.

The important knowledge now to the e-citizen is "to know where to find the information on knowledge inside the Internet, and how to use it for transformative development that elevates people dignity".

Knowledge as a commons –as a shared resource – and brought inside an open digital social network offers to the e-citizen and e- community the unprecedented opportunity for collaborative discovery, realization, utilization and improvement of understanding behind the decisions being formulated, the actions being performed, and the new knowledge being created.

ON E-citizen Enablement Project advocates that:

1. the people needs to be enabled as e-citizen through the different ICT for development and education training initiatives, and has to be inside the open digital social network designed for people's transformative development.

2. the knowledge and transactions in digital form needs to find legitimate people supported e-services channel for authoring, sharing, use, and improvement by the community who shall contextualize the value of the information and products to their needs.

3. the common digital address has to be promoted where the e-communities of knowledge and service providers are docked together as web of social networks, where the e-citizens spin responsibly the information sharing and e-services utilization.

4. the community technology access providers, i-cafe, computer center, and community e-center, need to be organized and optimally used for the delivery of e-citizen services.

5. the people organizations and local government units engaged in using ICT for development have to be empowered to bring the organized communities inside the digital social network, and reap the benefits of building understanding and aligning the e-services to the needs of the people.

The "to-do" of the ON E-citizen Services Open Social Network

1. Integration of e-Citizenship and Open Social Network Training in the ICT4D and ICT4E capability building initiatives.
2. Formation and alliance building of open social network builders in the various people organization.
2. Membership promotion and content sharing in the ON E-citizen Open Social Network Central Hub located at www.onecitizen.net
3. Creation and membership promotion of people organization's open digital social network aligned to their community developmental advocacies and actions.
4. Conduct of ON-E-citizen training events, for people awareness and membership enrollment
5. Collaborative consultation conferences for best practices and service continual improvement

The ON E-citizen Services Open Social Network approach to easily and quickly roll-out the e-citizen capability building services, involves the use of stable, secure, business ready and publicly listed web services provider; and whose business model includes the free use of their solution by the public, and supports the open content and creative commons licensing.

It calls for the voluntary support of organizations who values corporate social responsibility in bringing out the "to do" within the context of their own preferred programs.
